Based on the image above, please recommend what I should upgrade so I can set up more virtual machines for my games. I believe I don't need to upgrade my GPU, right? My budget is around $500 USD, but if I need to increase my budget for optimum upgrades, just tell me.

My current spec is:
GTX 1050Ti
i5-9400F
16GB DDR4 RAM

No, number of cores and amount of RAM as well as storage are limiting how much of resources can be allocated to each VM concurrent instance.

Are you gaming on your PC while also using the 3 VMs as well? If so you have over allocated cpu cores.

Try dropping down to a single core on the VMs and see what happens, if everything is still ok then you could add 2 more VM's. If it struggles then you will have to get a better CPU like the i9-9900 giving you 19 threads.

I would leave 2 cores for your main computer and then allocate the other 14 cores to 7 VM's, i would also look at bumping your ram to 32GB if possible.

You also need to take a look at your RAM allocation per VM. 2GB is pretty small. You might be killing your performance by swapping.
You might also be killing your performance with the graphics of each VM. That generally has to be done by the CPU.

Thank you for your suggestion..I adjust 1 core per VM for 3 VM..the games still run smoothly. Will start looking for used i9 9900 so i can open more VM 😀

It's not like he is selling VMs so this isn't an issue unless the performance suffers.
I would go the other way and let all instances use all cores but set a max CPU usage for each one of 30% (for 3) 22-3% (for 4) and so on. If the games are multithreaded they could run much better even though they would use the same amount of overall CPU.
Battle Encoder Shirasé (yeah silly name, great software) can put a percentage limit on most exes running in your system.
