Will my build be able to upgrade to a gtx 1070? Or should i opt for something else? Currently have a 960.

Specs: i5-6402P 2.8ghz
H170-pro
8gb ram
1tb hard drive
120gb ssd
550w psu

Solution
Yes, you could upgrade to the 1070. However your CPU is a bit on the weak side, so there will be times you can't get the best out of that card due to a CPU bottleneck. Probably a GTX 1060 6GB, or RX 580 would be a better match.
The 1070 is an excellent card no matter how you look at it. For 1080p on the highest settings it will work very good. For 1440p at high settings its also good. Just remember that games at 1080p with that CPU and a 1070..the CPU will most certainly be the limiting factor. At 1440p your CPU usage will drop a considerable amount because then the GPU will be the limiting factor.

Yes those are capable cpus, however the 1070 is a very powerful gpu and it's easy to forget when more powerful cards exist. So when I say the i5-6402 is on the weak side, I'm talking about what's required to actual run such a powerful gpu.
Only a couple of years back the gtx 980 was a top end card requiring an i5-4690K to get the best from it. The 4690K is more powerful than the 6402, where as the gtx 1060 is almost equal that of a 980, and the 1070 is a lot more powerful....therefore it needs an equally powerful cpu, which the 6402 isn't.

what would be a more capable cpu?

it's a corsair cx-m series. which from my understanding is good psu, no?

also, the corsair psu i mentioned is the one i was looking at getting with my next graphics card, but would my 500w allied sl-8500btx be enough for either a 1060 or 1070?

Nope. I wouldn't use it with any high end graphics card.
It's PFC PSU and is marketed as 500W, but in reality is more like 400W (15A + 16A on 12V rails).
It is teir 5 in this list:

For me personally I would leave that CPU as is. To upgrade from that CPU to say something like a 6600K/7600K or even an unlocked i7 would be negligible speaking performance wise. I would personally go for a monitor upgrade to 1440p. Seeing as the 1070 has enough horsepower to game at that resolution. The jump from 1080p to 1440p is something that you have to see for yourself to believe what a difference it makes. The jump would also have the added benefit of taking load of the CPU and placing it firmly on the GPU. So I reckon your money would be better spent going down that path. I know I didn't answer your question directly, but I think you understand what I am trying to say here. The link below shows a 1440p screen that I recently bought and so far I cannot find any faults with it and I have looked hard :)
