What should I upgrade?

Hey, I'm looking to upgrade my computer due to low fps in games like Csgo. What will be the best part to upgrade for a nice visible improvement but still relatively cheap (200-300$)?

With that budget, I'd concentrate on the gpu first and ram second and depending on what cooler you're using for your cpu, possibly overclocking it. It would help to know all the system specs, including your power supply make/model/wattage and motherboard. Not sure if you have any additional ram slots, 4gb isn't horrible but 8gb would probably serve you better if it's in the budget. Plenty of decent graphics cards in that budget range, but hard to recommend one without knowing if your power supply is enough for it. You can get an r9 270x/280x for around $190-220 but it depends on your power supply.

Eventually you may want to upgrade your power supply. That one's likely a bit older and could use some extra wattage, I'd prefer a bit more solid of a unit for moderate to serious overclocking. There are a couple of options. Either consider something like a r9 280x and a new higher powered psu or a gtx 970 like the evga superclocked ($324 currently at newegg).

The gtx 970 is a faster card than the 280x. On one hand it's more expensive, but at the same time it runs a bit cooler and consumes less power (higher end amd gpu's consume considerably more power). Tdp on the gtx 970 superclocked is 145w, the tdp on the r9 270x like the sapphire tri-x toxic is 180w. The gtx 970 would give you better performance without stressing the psu as much (min suggested system requirements from evga says 500w). So you've got a mid grade (ok, not terrible not great) power supply at 550w, should be able to handle it. Just depends which way you want to go with it, either way you're looking around $300 for 270x/280x + psu or the gtx 970.

Sticking with 4gb ram for now won't kill your performance, maybe consider adding 4gb to your system down the road and depending what cooler you're using, if it's a decent aftermarket you could overclock your cpu until you can consider a cpu/mobo upgrade. That's what I'd do, just my .02 worth. Maybe others will make some suggestions to give you more options.
