If your cpu is 90% busy, then perhaps your games are more cpu centric than you thought.
Usually games are most limited by the speed of the single master thread.
However since you are running at 90% I think your games may be better threaded than most and a cpu upgrade may be in order.

As a test,
Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
Yeah, id agree with bmockeg. Pretty balanced system. For 1080p 60hz it's solid. Your monitor has a refresh rate of 75hz. You will hit 75hz/FPS in most games with that rig.

With only 8gbs of ram and a 4c/4t CPU you will be maxing out in some games, like BF1. Most new AAA games will use 4 cores to it's fullest and use upward of 8gbs of ram at 1080p, that's like min requirements now. So that's where i'd focus. But if you are getting your desired results, then there isn't much point in doing anything much right now.

What is your PSU? What is the main reason that you want to upgrade? What games do you play? If want to upgrade your monitor would it be 1080p or 1440p? If what I found on your monitor is correct it is a 75hz refresh rate which isn't bad. You have a powerful system right now as it is.

Is your gaming performance a problem?
If so, are you cpu limited or graphics limited.

I like the idea of a second monitor.
But, make it a larger/wider higher resolution monitor for more immersive gaming.
Two monitors are very nice for normal desktop work.

Hi, my PSU it's a XFX XT500 (500 WATT), i want to play recent games like COD: WWII. The monitor would be 1080p (because of the 144hz and it's cheaper). My monitor has 75hz but everyone says the 144hz it's a huge difference and i also would like to have double monitor.

I see, I would really like to have double monitor, and people told me the 144hz is a huge difference. Also, my cpu is allways at +90% usage when I minimize a game, is that normal?

Agreed. I would recommend a 6600k or 6700k as an upgrade.

For that CPU, yes, on some games that will be normal. Depends on the game. If it's CPU demanding as geofelt pointed out, you will get maxed out.
