I currently am running this:

MSI Z87-G43 motherboard
Intel i5-4670k cpu
Radeon Rx480 8gb gpu
16 gb RAM
I believe everything is DDR3

I am looking to upgrade in order to record online video games smoothly. What are some good recommendations?

Just to ask before I suggest, which software do you use for streaming?
And what do aim/Mean by "Smoothly"? 60fps,120/144?

Also the culprit might be your own internet speed, but there is a catch. When you do the test "Streaming", its best to not be connected to your own network to see the video in high quality, cause you may see that "Distorsion", from phone/other source.

And there is a recommendation not to go over 3000kb/s, and recommended its 1500-2000 for twitch/youtube who uses their phones, cause they cannot as I understood process very well the higher bitrate.
