Question What should I upgrade?

Hi everyone,
I'm looking to upgrade my gaming pc because it starts to lose frames and getting kind of slow especially with grand strategy games,it's a build from nearly 5 years ago and I play a lot of strategy games which require a lot of cpu power and I'd also like to be able to stream, my current specs are:
-Intel core i5-4570 3.2ghz boxed
-Sapphire R9 270X Dual-x 4gb
-Kingston Hyperx Fury Memory Black 8gb ddr3 (2x, for a total of 16gb)
-Thermaltake Berlin PSU 630w
-Asrock Fatal1ty h87 performance
-Seagate Barracuda hdd 1TB (yeah, I'm buying an ssd too)
That's it, I have two monitors 1080p (i don't need 4k) and windows 10.
Any advice on what to upgrade or should I just buy a new build? I can also wait if better hardware is coming out!
My budget it's approximately 1000€ but I can spend a little more.

Yes, your cpu will limit newer gpus. I would suggest a gtx 1060 or rx580.

If you are looking to get more performance, it would be a good idea to upgrade to a more modern platform and cpu
I'm open to this idea too, especially since the cpu is starting to fail a little (very bad temperature management, my fault)and so what components can I buy to get more performance?
 
Yea, for streaming a modern higher core count cpu will really help out.
