Question What should I upgrade?

2 years ago I bought a pre built
HP Pavilion VR Ready Gaming Desktop Computer, AMD Ryzen 5 2400G up to 3.9GHz, 8GB DDR4, AMD Radeon RX 580, 1TB HDD + 512GB SSD (Boot), DVD-RW, USB 3.1, HDMI, Wireless-AC, Bluetooth 4.2, Windows 10
But currently it cannot run games that it use too and also I cannot run applications in the background while I have games what should I upgrade? I am planning on getting 2 8gb ram sticks with 3000ghz but I don't know what else I should upgrade? Please help

What do you mean it can't run applications? Do they crash when you launch a game? Then yes, you don't have enough RAM, do you have a single or two RAM sticks? If it's just 1, get another one and dual-channel them, it should be enough.
However you got ripped off, the R5 2400G has an integrated GPU which you don't need since you have the 580, instead of having the 2 extra cores and 4 extra threads on the non-G version.
