What should you update...................for "optimal performance"?

At what cost?

More info needed. You can obviously upgrade any of that, but nothing is known about your budget or what you do with the PC.

Typically, the CPU is the most important component, but a significant upgrade in your CPU would also require a new motherboard.

What's the problem with the current performance and are you willing to throw $100 at that problem? Or $1000?

I mainly use it for gaming, I've been on a waiting list for a 3090 for the past year or so it just finally became available. Just curious if everything will run fine or if my current hardware is just too old to handle a 3090. I can upgrade parts over time so budget isn't really an issue.

I'd get the new video card and then find out by actual observation where the shortcomings are....if any.

Rather than speculate about what the shortcomings MIGHT be.

Your current cpu (4 cores/8 threads) will be a bottleneck for that card if you wish to play current games.
