I have a budget of $450 for an upgrade on my system listed below, some things I had in mind were getting a 3900X CPU or getting faster ram.

Ryzen 5 2600X CPU @ 4GhZ

32GB DDR4 2400mHz Ram
XFX 5700 XT Graphics Card

Well my boot times are about 34 seconds for some reason, not sure if its because my read/write is 500mbps. Furthermore, I do a lot of website design and ultra gaming.

The memory speed increase should help with your gaming FPS, 3200mhz is optimal.

Don't see a reason to upgrade processor. RAM too 3200 mhz is a worthwhile and relatively cheap upgrade. 2 x 8 is plenty BTW.

What monitor do you have?

Your 5700xt could handle 1440 at high-ish frames. You could spend the balance of your money there.

Probably look at a fast NVME ssd and some faster ram as others have suggested.

2600X with a 5700XT should be fast enough for gaming and and website design.

Might be worth getting 32GB of ram if you will be running multiple webservers and stuff. Plus if you already have 32GB then you don't want to downgrade
