What slows down my computer in-game?

In Doom 2016 for example, I hover around 60fps when not much is happening but during combat I get stutters and the FPS can often drop into the 20's (medium vs. ultra settings makes no difference). Here's a list of my specs:

OS: Windows 10 Pro 64 Bit
RAM: 16GB
CPU: Intel Core i5-3570K CPU @ 3.4GHz, 4
Cores, 4 Logical Processors
GPU: NVIDIA GeForce GTX 1050 Ti
Motherboard: ASRock Z77 Pro4

What could be the problem? I've verified the GPU is attached to the correct PCI-e slot and that there are no cooling problems. I've tried disabling all startup applications and rebooting, no difference. My RAM is in dual core mode. Perhaps I should also note that sometimes when the computer is performing a heavy task it produces a rattling sound.

Tried setting everything to low and then 720p, neither made a difference in FPS. I'm not overclocking.

What does OC the processor mean? I don't really speak hardware.

Alright, I can afford that cooler but it'll obviously take a bit to get here. I'll get back to you.

Actually, there's still something I'm unsure about. If it needs to be overclocked to actually perform well (research tells me that turbo boost is only a slight improvement) then isn't there still another unidentified problem with my computer? Normally you don't need to overclock, right?

It's strange because on some bootups, even if I wait 10 minutes the max is lower (and apparently the max for my CPU is 105C). Does that just mean it won't turbo boost? Anyway I doubt it should ever go that high at all so that new cooler should come in handy.

It also only hit 105 one or two times (every time I boot up my PC is different and temps never go back down if they're raised by opening a game) so I'm starting to doubt if I'm really being throttled, especially when search all results also say that turbo boost is only an increase in 10 frames, not a "33% increase" or anywhere near that. I don't want to get my hopes up in vain that the cooler will solve my problems when it's not getting here for a week and I'm getting very conflicting information.
