[SOLVED] What the heck is this and should I get it?

Solution
Performance won't necessarily be much better. I'd try my luck with waiting for the RX6500's availability and pricing to stabilize instead. That should easily be twice as fast in most circumstances for ~$50 more with the benefit of being current-gen new stock instead of a five years old model that may have been sitting in a warehouse for a couple of years.

The RX 640 would not be an upgrade. It's a weird little repurposed laptop GPU that I've only ever seen in this format, outside of a laptop, in entry-level Dell prebuilts. Benchmark data is extremely limited, but it seems to be in the same neighborhood performance-wise as a GT 1030.

Honestly, if it were better than the GT 1030 by enough to actually matter, it wouldn't be available for purchase at $150.
