If you mean that holding down a key does not cause the character to be entered repeatedly, go into Control Panel - Keyboard and fiddle with the Repeat settings.
If you mean that when you type on the keyboard nothing is entered into Notepad or whatever, try a new keyboard.
Go into control panel, Keyboard options and test it in there, if its the same in there I would reccomend trying a different USB slot or re-install the drivers.

I have narrowed my focus to BIOS / OS / hard drive issues, so I'm usually over on the Storage forum. Curiously, I see more core OS installation question there then in the OS configuration-and-customization forums. No idea why.
