its 65.00

No way is an HD5750 $70. You are probably looking at an HD5570, which is weaker than your 9800GT.
I agree with Hunter. I'd aim for an HD5770($150) or it probably isn't worth it.

so this card would be the same or better. mine was a ddr3 version 9800gt 512mb 256 bit and this is a POWERCOLOR AX5750 512MD5-H Radeon HD 5750 512MB 128-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card for 95.00 at newegg.com

The HD5750 is not about equal to the 9800GT. It is 25-30% faster and more if the comparison is to one of the underclocked low power cards.

If you have $150 to spend then get this;
http://www.newegg.com/Product/Product.aspx?Item=N82E16814102873
It is approximately 50% faster than your 9800GT, DX11 compatible(9800GT is DX10) and uses almost exactly the same amount of power.
Sell the 9800GT when you get it back.

wont the 5750 bottle kneck in my system? and I only have a 500 watt antecbasiq power supply, i thing itll fall short on the 5750. so Im looking into the nvidia 250, need the same power as my 9800gt card and just about the same specs

Yes, the HD5750 is very low power and Antec is a good brand. It would be more than fine even on a 400w by them. That said the HD5770 I linked really isn't much more than an HD5750 and is a better card and a better deal. That is what I would recommend and it should also be fine on your power supply.
As for bottlenecking the word refers to when your processor is not fast enough to let the video card reach the frame rates it is capable of. You haven't told us your processor so we can't really say anything about that possibility. Also tell us how much ram you have and the native resolution of your monitor.

sorry bout that, I have a amd dual processor 4450e athlon 64 II, ddr2800 at 3 gig total, 1.5 tb of storage,500 watt antec basiq power supply. xfi xtreme fidelity sound card. and I used to have a zotac 9800gt amped ddr3 512mb 256 bit interface pci-e. windows vista home premium 32 bit

You didn't say the native resolution of your monitor.
Your processor is kind of weak by today's standards. What motherboard do you have? You may be able to upgrade the processor fairly cheaply or at least overclock the one you have now for better performance.

Your motherboard only supports Athlon x2s and low power ones at that(65w). It also cannot overclock. Basically what you have now is the best you are going to do unless you upgrade the motherboard as well.
You still haven't mentioned your native resolution. The resolution is important when picking out an appropriate video card.
