Solution
There is an old method called 'Burn in' You could try setting it to say... 1.45v which should be more than enough and then work it down from there until its unstable again. try around 1.4v or even 1.38 for this particular CPU (this worked well for my 8320 at that speed. Had to nock it up to 1.45ish for 4.6Ghz).
Its hard to say for me because I use 'offset' voltage control and keep all power saving features enabled 😛

Note: Always watch and monitor your thermals.
What are your voltages now?
Better to set voltages to manual to ensure stability.
Turn off power saving features for the CPU, and set your voltages then test it.
Every CPU chip is different, but i don't see the 4100 needing at, or more than 1.5v at 4.5GHz.
