What to update first? CPU or GPU?

I am looking to start a gaming youtube channel, I'm going to be recording most of the newer games and CSGO, and I'm aiming for 1080p, highish settings with 40+ FPS. I'm going to be using recording software to record. My specs:

CPU : Athlon x4 860k
GPU : Radeon r7 250 2GB Boost

I'd just like to know which needs to be upgraded and to what standard. Thanks.

An RX 470 would be good enough to keep you over 60fps in virtually all games at 1080P with high settings. For the CPU, I recommend a minimum of an i3 6100. I would do the GPU first for some instant gratification while you prepare to finish the job by upgrading the CPU & motherboard. You'll want to also make sure you have at least a 450W PSU.

Solution
Given your system there is no way to get the 1080p settings you want with a R7 250 GPU. That would necessitate a GPU upgrade first. I would go for a 3GB 1060 like this one (http://www.newegg.com/Product/Product.aspx?Item=N82E16814125906) for $215.

If you are not overclocking that CPU, an aftermarket CPU cooler is a good investment to bump up your clock speeds.
