Question What to upgrade for a greater FPS

My computer specs are GPU - GeForce GTX 1060 6gb | CPU- Ryzen 5 1600 | RAM - 16gb of Anarchy X DDR4 | Motherboard - Gigabyte Technology AX370-Gaming K5 | HDD - Toshiba DT01ACA100 | Power Unit - EVGA 550W ATX PSU. (P.S. - I have the Samsung 860 Evo 1TV SSD but I haven't put that in yet as I've been lazy, so if its the HDD right now then factor in the SSD as well please.) (P.P.S. - I've been saving up money to upgrade something and im going to upgrade my GPU to the EVGA 2070 Black Edition. Is this the right call?)
