What to upgrade? i5-6500 or GTX 1060 6GB?

So this is specifically for VR gaming at 1440p on the Windows Mixed Reality HMD..

My Specs:

i5 6500
GTX 1060
16GB DDR4 Ram

I want the most of my VR HMD but only have a 400 dollar budget to upgrade the PC... I am thinking GPU but anyone else have advice? Please DO NOT suggest anything above 400 since I have absolutely no wiggle room for more.

Well my 1060 currently runs it pretty well it's just I don't want to go for a 1070 and then turn out my CPU holds it back especially since my CPU in vr gaming is already a good 85-95 percent usage.

I have had a great time with non vr games since it's far less demanding however for VR games like skyrim seem to eat CPUs
 
Skyrim is an old game with old engine, even the VR version.
Your I5 6xxx should already plenty.
You will get more with your current budget by going for the GPU instead of CPU.

GTX1060 is only as good as the GTX980 from the previous generation.
GTX1070 is like 2 GTX980s on SLI.
Skyrim is a GPU heavy game and it will benefit more from GPU upgrade.
For VR you are rendering actually at least 2x 1080p, 1060 could have problems with that kind of needed performance.

I was just using Skyrim for Reference since thats the only one I monitored.. Every Tripple A game in VR has the same issue no matter the company and or optimization.. I also even get it outside of VR aswell its not VR specific for the spikes..
