What to Upgrade on Inspiron 570 for new WoW expansion?

I realize buying new is always better, but working on budget. Here's what I have in the Dell Inspiron right now.

Dell Inspiron 570
Dell 4GJJT mobo
Athlon ii X2 245
GeForce GT 610
4 GB DDR3 SDRAM

I have 4 GB of DDR3 sitting around I could add to machine. I was thinking of getting a Phenom II X4 955 Black Edition for new PCU. I feel like CPU will be biggest bottleneck right now. Am I correct? Or is graphics card more important? I assume new PSU is needed with new graphics card, because only 300w in there. I have an HIS Radeon HD 5570 1GB as an alternative to the GeForce GT 610.

Bump. I can maybe spend 500-600 on a new PC in a month or two, perhaps up to 700. But she will eventually need a monitor upgrade as well. That is why I was hoping to salvage some of the old stuff instead of building a new one, where I'd essentially need all new parts. I am capable of building my own PC from scratch.
