What to upgrade?

uhh hi, I am really new to this thing called "bottleneck". So my pc is built with intel core 2 duo 3.0 ghz, nvidia geforce gts 250 512 mb, and 2 gb RAM. I know it is low tier. I benchmarked Street FIghter 4 on my pc and on the upper left of the screen is my gpu and it is not being used at full. I saw that when I play, my cpu usage becomes high. I heard that upgrading my RAM can lower the cpu usage but I am getting confused on which one I should upgrade. So yeah, what should I upgrade first? Thanks in advance.

You are at a point where you need to fully upgrade your PC. Sinking more money into it won't I've you very much added value, if any.

I highly suggest an i5 6400 with a z170 motherboard for entry level gaming.
