What to upgrade

This is my current Build and im trying to find what i need to upgrade next to help max my fps in and running in genral. I was thinking a i7 would be the next step. Just looking for some help on what should will help the most.
I do think im CPU is bottle necking my Gpu so that why im kinda leaning that way

Agreed, the CPU would be your best bet to upgrade & your motherboard will support up to a i7-7700K as long as the BIOS version is at least F20.

In most applications, an upgrade to an i7 from an i5 won't be noticeable, this includes most games that don't or can't scale well to more cores.

The upgrade to an i7-7700K will bring a small improvement in IPS and a faster clock though, which both will give some benefit even without more cores available. Note however, that even though you upgrade the CPU, you still can't clock it higher than its rated clock-speed and turbo speeds, at least not without extreme risks and using your current H110 motherboard.

The main thing that stands out to me is the cpu frequency. On the 6400 it has a base of 2.7 and a boost of 3.3 Ghz. I'd look at an i7 7700 and a kaby lake bios update to get it's 3.6 base and 4.2 Ghz boost.

The i5 8400 has a max turbo on all cores at 3.8ghz and via MCE ,since a "Z" motherboard, could that even be 4ghz so with that not alot slower than the i7 7700K. Also because of the "Z" motherboard would he be able to run his current ram finally on it's rated speed.

Look at some reviews about the i5 8400 and see that in most gaming benchmarks it beats the i7 7700K at stock settings.

The upgrade to a i5-8500 or i5-8400 also demands a new motherboard. the 8xxx series only works with a 300 series Motherboard. It cannot use the old 100 or 200 series motherboards.
