I've got an old PC that been sitting collecting dust and I'd like to set it up as a second computer for web browsing and watching netflix etc., nothing too demanding.

Motherboard: gigabyte g31m es2l
Cpu: pentium e2160
2gb ram
no video card
150w psu

I'm able to watch some 720p video but cpu usage is pegged at 100% and it stutters. Would upgrading to something like an e8600 and adding 2gb of ram be enough for watching hd video?
I'm hesitant to add a video card because of the weak psu.

I don't think that's necessary for a second computer used for just web browsing and video,

you need a gpu to do video hardware decoding, more ram.
old system like that maybe a gt 210?

psu could be failing any moment. You can get a new cpu and may be at least 2 gb ram. If the cost is not very low, I will get below new pc and potentially can upgrade to much better CPU and a decent gpu.
