If you can see stretching that budget another $30 that'll get you into the price range of the lower end Vega 56 cards, and those will be 1440p capable, and pretty good at CAD. Certainly better than anything NVidia has in that price range when you throw CAD into the mix... unless you wanted to think about getting a Quadro card... then you'll get great CAD performance but sacrifice gaming performance. On the lower end AMD's GPUs are generally better at CAD than NVidia's. If you drop the CAD requirement then NVidia's GTX 1660 Super are the better deal over all as you can get them a little cheaper than the Vega 56 and they are just as good at gaming... Don't bother with RX 500 series cards, they aren't going to be powerful enough for...

RX 590 8GB Nitro+ can get around 100FPS in 1440p at Project Cars 2 though. But yeah GTX 1660 S is a little bit better.
