What upgrade first to 144Fps/144Hz monitor

Hi, i would like to ask u for some advice. I wanna play CSGO on 144Hz monitor, that means i need atleast 144 Fps stable which now i dont have. I need to upgrade my PC but i dont know what wil increase performance the most. I have limited budget. 1. option is to buy better GPU (like gtx 770) for 150e + new PSU for 50. 2. option is to upgrade CPU + buy new MB. I need to buy monitor for 260e + money needed for chosen option. I heard that CS is mostly CPU game, but i dont know if my CPU is ok and problem is in my GPU and GPU is just too weak to is bottlenecking

My curent spec: GTS 450, Phenom 2 X4 965 not BE, 8GB RAM

Really you need to upgrade both the CPU and video card to not have a bottleneck somewhere, so right now does not matter what you start with.

What I would do is instead of one upgrade for PC and a new monitor, I'd swap the CPU/motherboard/video card now and buy the monitor later. If you want to keep the same RAM you can use the last gen core i5 CPU instead of the latest ones that use DDR4 which means new RAM also.
