Hey guys I'm looking to upgrade my stream as a whole and i need assistance choosing the right components,

Current Build.
CPU R5 1600x 14nm
GPU GTX 980 Refference
RAM Oloy 16 GB kit 3000MHz
Storage 120gb WD Blue m.2 1TB and 2 TB WD blue
PSU HX 1050W

I need to know what to upgrade to improve the stream or should I build another pc. Budget to upgrade is $500.

Solution
if you plan on streaming, there are 2 options for you.
get a better cpu, or a better gpu.

as for a better gpu, nividia has the new nvenc encoder that will make your streams look better with much less impact on your fps. (the new 1660 super, and all of the rtx cards have it, not the 1660 ti or 1660)

as for cpu, if you have a b450 chipset, you can upgrade your cpu to a 3600 or 3700X, but if youre not seeing current bottlenecks it will probably not improve your stream too much. the gpu will definetly be a bigger upgrade (if you arent experiencing bottlenecks.)
if you do not have a b450 (or atleast an x370) chipset you wont be able to upgrade your cpu without swapping boards (some b350 boards do support ryzen 3rd gen, but not all and i...

so for 499$ (or so, pricing is dumb) you can get a 2070 super, which will be quite a bit faster than the 980 and with the nvenc encoder, will make your streams look better with even less impact.
