What video editing programs for PC allow you to edit different sequences in a way that one video is playing and then another scene plays over the one currently playing and then back to the current scene or possibly another video in a professional way that it's a very well planned edit and in the final process ....complete and in sync. Any how to guides, references? Im familiar with adobe premiere, but what is the best choice. It seems as if most editing software should work, it's just depends on options and access to specific features.

Any editing software that has more than one video and audio track should work. The overlaying of one video on top of another is the easy part. Syncing the audio is a little more tricky but with practice it gets easier. Using the audio waveform in the audio track will help with syncing the audio.
