What was pci for hp pav 500 214

I am trying to upgrade the graphic card in this computer for my kids they play a lot games no problem my question is the pci x16 slot how many watts does that put out cause don’t wanna get new card and not be able to get best out of it also going to change a rx 470 and evga 500 80 +. Dude said would put in for me all for 130 does that seem worth while
 
I'm not entirely sure what the train of thought is.

An RX 470 requires power connectors to run, thus exceeding the PCIe slot's output. So if you wanted a graphics card to run without additional power cables from the PSU to the graphics card then it would require a different choice like the RX 460 or certain GTX 1050 ti models.

As for not getting the best out of the graphics card... that really depends on the CPU rather than wattage of a PCIe slot.

For that 130 (whatever currency) what are you actually getting in return? If it is just labour costs then it seems excessive to me. (Only because I wouldn't pay someone to do something I can do myself.)
