What will give more performance: lower CAS or faster speed?

I'm trying to get the faster 16 GB memory I can get in the $120 range. I've seen benchmarks that indicate that lower CAS latency will give me better performance than faster speed. I wanted to hear your opinion before purchase. Two alternatives I'm thinking to get are as follows:

1) G.SKILL TridentX
2) CORSAIR Vengeance Pro
3) G.SKILL Sniper Gaming Series
4) Crucial Ballistix Tactical

If somebody has other ideas please share them with me!

What's your CPU? For example for a Xeon I'd get only 1600 MHz RAM, however for an overclockable i7 I'd go for 2400 MHz RAM. When you know the right clock frequency, choose the RAM with the lowest CL.

The CPU is the i7 4790k and the motherboard is the Gigabyte GA-Z97X-Gaming 3. There's a possibility that I overclock the CPU.
