For gaming 8GB is plenty for Photoshop depends on the size of the image files you are working with. Vram is the memory that the GPU uses to store information it is working with to display on your monitor.

That CM extreme power is crap. It is better to use 2 sticks of ram than 4, many boards limit clocks and timings/latencies on ram when 4 sticks inserted plus it consumes more power.

Corsair, Seasonic, Antec, Pc Power & cooling, Enermax, XFX, some Thermaltake some OCZ and some Rosewill are good but your budget is in the way. It is better to have quality 450watt than a crappy 500watt. So what GPU are you using?
