My son's birthday is in 2 weeks and he's wanted to build a really good PC for a long time now, so I've decided to get him one. I need to order the parts today or else they wont come in time, he wants to be able to play Borderlands 2 at "Max Settings" and Skyrim with lots of "ENBs and graphic enhancing mods" at "Ultra settings" and he says he'd like to play Grand Theft Auto 5 at atleast 40+ frames per second!

It can certainly do all of that. Lots of places to save money on this build. You really poured a lot of money into peripherals. Huge SSD, lots of storage, lots of ram, big CPU cooler.

If you were going for pure performance this budget level allows for a lot more.

But seriously, you put together a really great PC. I will try and see if there's anything I would replace.
I'm sure other's will post some good ideas too.

The main thing I see right off the bat is the monitor. It is quite expensive and with him wanting 40+FPS then you really only need a monitor that will refresh at 144hz.
 
If one were to sacrifice a little storage and maybe drop in some cheaper peripherals you could also cram a GTX980Ti in there:
