What would be the best CPU to record and streaming 1080p with 60fps on OBS Studio? (As well as playing games)

I ask on the OBS Forums and someone told me that the GPU was alright, but the CPU couldn't even record in 720p with 60fps. I was thinking about getting a new AMD Ryzen 7 1700 processor but I dont know if that would work. I would like to record and stream in the best and highest quality with AMD. Thank you.

My specs - To be honest, I don't know what else to add.
CPU - AMD FX(TM)6300 Six Core Processor
GPU - AMD Radeon R9 200 Series
Motherboard - GA-78LMT-USB3
16 GB of RAM
Using Windows 10

So would this mean that I would have to get more ram and a whole new mother board to get the best quality?

Get the Ryzen 7 1700, I have one and I have no issues, BUT, what games do you want to play an stream? That old GPU will not keep up with the cpu and you might have bad framerate because of the GPU. I have an RX470, the 4GB model and it is fine but in GTA V when streaming my fps can drop to 30 for a few seconds but that happens twice in an hour I would say so it is really good but I am sure if you had a GTX1060 6GB or an RX5/480 these issues would not be there.

The games I want to play are mix (old and new), like playing doom 1-2 (the classic old series), but as well as current games such as star wars battlefront (1 - 3 including the new one). I was also told to get another mother board. Will I only need to buy this or do I have to get another GPU.
