To be perfectly honest, it's unlikely there's anything worth buying at this budget.

You might be able to find a 750 Ti used locally for two or three times that price. Even with an old i3, I wouldn't recommend anything less than that.

Information about your power supply is crucial as well.

Pentium 4
Pentium 4 is a CPU.

You can also upload the a picture from the PSU's label here, with the full specs. If it doesn't have a label, that's even more confirmation that it's junk.

Honestly, I don't think the goal is attainable without a larger budget. Maybe you can find a used 750 Ti locally for 3.5k, but you're still going to be using an extremely old i3 and with very little RAM.

If you are running off of integrated graphics, then any discrete graphics card will be a big boost.
You should be looking for a card that does not need aux 6 pin power and runs off of the 75w pcie slot.

I do not know your pricing.
A GT1030 would seem appropriate. A GTX750ti would be stronger.
A GT730 64 bit DDR5 would be weaker. (strangely, the 64 bit GT730 is stronger than the 128 bit version)

My budget is about 40 bucks, and i just need to run CSGO on about 40 fps 1360 x 768

I think i should buy the 2gb gt 710 because it is cheap and can run CSGO with that FPS.

Well, the psu does say Pentium 4 on it...
It looks like a cheap unit, but the OP can not buy anything that would tax even such a suspect psu.
GT710 is not really any better than the integrated graphics.
OP must look for a GT730 or better for any sort of gaming, and that might not even be called decent.
GT1030 is decent and GTX750ti is better yet.

I got about 64mb VRAM and intel clarkdale graphics.

I am pretty sure this would be light years better.

It seems like the intel integrated graphics has a passmark rating of 450
A GT710 is 607
GT730 is 830
GT1030 i 2620
In case you have no budget, a RTX2080ti is rated at 21592

Your post asked for a card for decent gaming.
Just my opinion, but nothing less than a GT1030 can be considered as decent.

There should be an option in the bios to increase the vram from 64mb to a higher number.
It will improve your graphics performance at the expense of system ram.
If the trade off is worth it, IDK. You have the means to check that out.

CSGO is largely cpu limited.
A stronger graphics card might allow you higher settings.
That is always good.

You might do better with a cpu upgrade.
A i5-670@3.47 might cost you $25 used on ebay.
