What would I need to upgrade, to get more FPS in GTA 5...Is it the GPU or the CPU?

Well i've got this:
-GPU: GT 630,
CPU: i3 3220,
8GB ram.

I know the SETUP is OLD...However I don't have all the money at the moment to build a new much better PC... So i would just like to know what I would need to upgrade to boost up my performance in GTA 5... Right now I barely get 30-40 FPS while the settings are mostly low... So how could I boost up my performance to have it locked at aroud 60 FPS... Would i need to upgrade the GPU or the CPU to make a bigger FPS diffrence?

It is your GPU, no question. The best upgrade you can do to play the game at med/high with high FPS will be GTX 750 Ti. It is a low power consumption card and will work even with 300W PSUs.
