What would you check before buying a used laptop? (software)

I can check out the obvious appearance, devices/keys function, boot functions, BIOS... but what would you check to be sure there's no other issues before buying a laptop from someone you don't know? I can think of:

run Windows validation check
check the serial on "stolencomputers.org"
run malwarebytes to check for rootkits, keyloggers, viruses

would you check the local police to see if it's hot? is there a way to check Lojack, Prey or other sites that can lock your computer up if it's been stolen?

what else???

Does it come with a valid Windows license and install media? Your first move after purchase should always be a full wipe and reinstall.
