What would you improve on my pc?

CPU: i7 2600k @4.0
GPU: R9290x Twin froze
RAM: 16gb ddr3 1600ghz
Stock Alienware aurora r3(2011) motherboard.
2 SSDs 240gb for os and 250gb foe games
2 1tb WD had for storage
Just upgraded the fans.
Stock Alienware thermal cooling for CPU.
Alienware aurora r3 chassis.

 
I'm not to happy with it because when I record I get bad performance, the witcher 3 says get a 3/4th gen i7 as well so worried about that, my performance is usually 60 for most games on max, but it goes to 30-50 on some parts, like Skyrim's Whiterun. I just feel the stock cpu and mb is limiting me, because people with "better" ones get so much more performance, but everyone says a new cpu wont do anything. So I wanted opinions on maybe it was something else.
 
MY temps idle range from 16/19c-30c. Game idle is 50-60c max is 60-70c with at most 86ish range.

Even at the 60-70 range it gets below 60fps. Having a 60 refresh rate monitor wont effect my performance would it?

Skyrim is modded, Vanilla Skyrim will get usually 60fps. modded usually gets 60fps too except for some parts or random times it will drop. When I record I get 20-30 in said parts, and usually 40-60fps.

Games like watch dogs with medium settings I get 70fps but it looks like shit, and before the patch I'd get 40fps or less.

I like my games to be maxed out and I usually apply a Gem/SweetFX to them as well. Which is why, with this "playstyle" would it be wise to upgrade something?

Also one of my main games I play is Guild Wars 2 which is a CPU intensive game, would it be wise to upgrade the CPU for that? which would then possibly mean my MB, RAM and OS as well.
 
power supply is a gold corsair RM750, I've talked to people on here and they said it'd be enough for what I currently have.
I don't tend to have anything in the background. GW2 is a very CPU and GPU intensive game, for those who don't play it or read up on it.
 
with gw2 the gpu temp ranges from high 70c to low 80c.
CPU temp ranges from high 40c to low-mid 50C
GPU usage is 100% usually.
CPU usage some cores aren't used but can peak near 30-40% others are 30-40% while some are 40-60%
