Sry forgot about the optical drive just put that in there for 14 bucks.

Intel naturally runs a lot quieter and cooler compared to amd the stock fan itself is pretty quiet.
few questions: 1: do you plan to overclock your CPU or any other components also are you sure you want to since you are first time builder? 2: What is your region? 3: What games will you be playing?

Also do you need a monitor?

 
Drop down to 8gb RAM( 16gb for gaming is a waste of money for now ), go for a 650W PSU rather than 550W, Do you really really need liquid cooling?, A hyper 212 evo would keep your CPU cool for a long time.
 
I already have a monitor( but I plan on getting a t232hl), I plan on playing BF4, TES:Online, Bioshock: Infinite, Call of Duty: Ghosts, and GTA5. I live in the U.S. And I do not plan on OClocking any time soon. I only chose the H100i because many people recommended it to me, but I am open to options. I want a quiet system which is why I wanted LCing instead of multiple fans.

Do you have a personal preference on PSU, Optical Drive, etc? I feel I have made decent choices for playing these games I previously stated on high and rarely( but possibly) Ultra.
 


Fans are only loud if they're going bad / or are low quality.

Made some changes, saved you some money in some places, and got you a faster GFX card with more memory as well. I made sure it will actually fit inside your case because it is longer than normal as well.

Since you said you're not interested in overclocking, I got you a cheaper CPU and MOBO that well... don't support overclocking so easily. I also snuck in a solid gaming monitor (not sure why you want that acer IPS one) that just barely puts you over your max budget, but you can scrape together $8 right?

With this rig you will be easily able to play everything on ultra without overclocking since your minitor res will be 1920x1080 im guessing. I showed you the K verison of the CPU mainly so that in future you can improve performance. BTW the GPU is an EVGA GeForce GTX 780 ti Superclocked. If you wanted you could bum down the PSU by a 100 watts and get a fancier cabinet. but i left a little headroom for OCing.

The CM HAF 912 cabinet doesn't have any USB 3.0 ports in the front if that isn't suitable for you try to find the CM HAF912 "advanced" version for similar price or go for the Corsair Carbide 200R cabinet (exactly the same price) these are the best cabinets for their price. I couldn't find the advanced version of the cabinet. I just prefer the CM cabinet over the Corsair because of being more able to mod it plus a bigger fan on the top.
