Whats a good gaming/video editing and rendering PC for $650 for YouTube

I am a small YouTuber under 100 subs and i need a computer for gaming and video editing for $650 as I need something good for Youtube to use to the best of my ability as my crappy laptop can't handle games I wanna play... it has 2gb ram and is a quad core.. for this $650 I am looking for these things...

It could run these things...
Sony vegas pro : editing and rendering videos
GTA 5 : high to very high settings at 45fps or above
Recording device like camtasia studio while playing games at a good amount of fps
blender for intro templates and more
it can render videos from sony vegas pro at least at 1080p in under 10 or 30 minutes on a 5-20 minute video

also a GTX 1050ti and above

What would I recommend is taking the 1st one as the gpu will help with gaming and video recording if you want a more recording type of setup try this https://pcpartpicker.com/list/qxDP9W although the grpu is signifaclly dif from the first option this should do u justice till your youtube channel reaches u money. That would be the time to purchase more expensive items.
