What's a good laptop/screen with touch and stylus support?

I'm into digital art, however, I just can not do well using a mouse. That is why I've been looking into getting a touch based thing. I would prefer if it is a 15.6 inch screen or smaller. I'm on a really tight budget, and I need something at about $700 dollars, with the stylus, and the keyboard if it comes separately. It can just be a standalone screen, but again, it needs to be compact.
I initially considered the Surface 3, put hearing poor storage performance and full load just by using Chrome has put me off. Lenovo has some good touch laptops, but It does not specifically say on the homepage which support a stylus. Any help?
 
Lenovo only has two devices that support optional active pen tech which means the pen is sold separately. The 12.5" ThinkPad Yoga has a starting price of $890 and the 11.6" ThinkPad Helix with a staring price of about $950. Devices with active pen technology is a bit rare and you will be paying a premium for devices with it.
