My current cooler for my overclocked Ryzen 5 2600 is a cryorig h5 (i am oced to 4.00GHz) I was told that liquid cooling is better when overclocking because of its better ability to expel heat. My current cooler can cool very well (around 35c idle), but whenever im not idle, my temperatures fluctuate. When im browsing the internet, my temperatures will shoot up 10c randomly every 10 seconds, same thing when im gaming.

Could this be the fact that i have air cooling or am i fine with what I have now? And if i get liquid cooling, could i safely go to 4.1 or maybe 4.2GHz stable? I have a MSI b450 tomahawk board.

I would consider a 240mm or 280mm if your case can handle it. An H100i would be a good start, should be...

If you are only going up to 45C while gaming I doubt you will see much difference. The Current Ryzen chips do not overclock well, especially above 4.0Ghz. I would not be surprised if you are stuck at 4.0. I would save for liquid cooling for when Ryzen 3000 chips come out later in 2019, they seem to have quite a bit more headroom.
I would look at Corsair liquid cooling units.

Thanks, I average at around 55-65c when playing demanding games like Destiny 2, which is what i play most often, Ill probably upgrade to the 3000 series chips when they come out, what Corsair liquid cooler would you recommend when they do come out?

I would consider a 240mm or 280mm if your case can handle it. An H100i would be a good start, should be able to overclock pretty well with that.

The newer h100i pro is particularly good according to the review on Toms. It's mostly from the good fans they are using which are the mag lev fans. Most of the Aestek liquid coolers are pretty similar and it usually comes down to what fans they are using. I don't know how the msi b450 tomahawk works but I didn't even bother ocing my 2700x because with precision boost overdrive it is fast enough for me, 4.1ghz on all cores. But I agree with Buzznut you probably wouldn't gain much more switching to liquid for the 2600.
