What's a quiet fan cpu cooler for i7 skylake no overclock.

I'm willing to pay extra for quiet. this is my build. maybe give me a quiet and a cheaper quiet option.

Since you don't OC, I doubt you'll hear the fan on the little TX3 cooler you have in your list. I have one I use for bench testing, and it is silent to my hearing. Except at max CPU usage, of course.
Since you are dealing with a sub-95W processor, you could even go with a fan-less cooler like this: http://www.frostytech.com/articleview.cfm?articleID=2700
