1 GTX 980 is better. but cost to performance combined 2 970 is better. but in sli you will get issues with software,fps,more W PSU needed.

A single gtx 970 is plenty for 1080p,if playing on above 1080p,get a single gtx 980 and be sure your psu can handle it.

You may want to check your facts...
970 SLI is superior compared to a single 980, while also costing less. This comes at the cost of power consumption, heat, and scaling.
The former two are not as large an issue with the newer maxwell cards, however not all game support SLI fully, or at all.

A single GTX 980 is roughly 14% faster than a single GTX 970. Since two way SLI scales close to 100% two GTX 970s destroy a single GTX 980.

There can be issues as stated above though with game support and stuttering issues although Nvidia is pretty good about that.

Not sure about costing less though since GTX 970s are about ~$330 and a GTX 980 is about $500.

No....did you read my post above? A single GTX 980 is about 14% faster than a single GTX 970. Sli lets the cards scale at nearly 100% in some circumstances.

A single 980 would only be faster than a 970 Sli setup in games that don't support Sli.
