Question What's better? Gtx 1650 super & i5 12400f or Rtx 2060 & i3 12100

For gaming I would go with the faster video card and bit slower CPU, you can even get the version without a video chipset enabled for cheaper, the i3-12100F. If you don't really care about having integrated video in the system if something happens to the video card. I don't think the new i3 will be cpu limited with the 2060 in most games.

Depends on what you want to do with it. If it is for gaming, definitely the latter, the 12100 is no slouch and the 2060 is quite a lot better than the 1650. For applications, if you don't strictly need a GPU for them, even integrated graphics, or a Ryzen APU, might siffice.

If only gaming, the i3 for sure. You can look up the good old gamer on youtube. He did some tests of that i3 vs a Ryzen 3700x and it fared pretty well. You could consider a Ryzen 5500 or 5600. Usually the motherboards are a bit less for AMD than intel depending what you are getting. But as others said it depends a lot on what you are doing.
