What's better the Intel Core i7-3820 or the Intel Core i5-6600K?

What is better? The Intel Core i7-3820 has a base speed of 3.6 GHz and a max turbo speed of 3.8 GHz. The Intel Core i5-6600K has a base of 3.6 GHz and a max turbo speed of 3.9 GHz and 3.9 GHz > 3.8 GHz. So the max speed is better which is a tiny little win for the cheaper i5-6600K but an i5 < i7. I know that usually i7s are better than i5s but the i5s max speed is a little (not noticeable)
faster but the i5 is 6th gen and the i7 is 3rd gen. What should I get? I'm leaning towards the Intel Core i5 because of its $229.99 price tag on Newegg compared to the Intel Core i7's $298.86 on Amazon.

The 3820K is a 4 core / 8 thread CPU of the 2nd generation (Sandy Bridge). Hyperthreading gives ~30% more throughput.

The 6600K is a 4 core / 4 thread CPU of the 6th generation. These newer generation CPUs have about 30% better performance per clock, and much lower power usage.

On paper, in well-threaded scenarios at stock speeds I imagine they'll both be very close, but in anything that can't fill the i7's 8 threads, the i5 will pull way ahead.

I'd like to add, I dunno why you'd buy a 5 generation old i7 when a brand new i7 6700 is the same price.

Like Ecky suggested, the i5 is newer, the older i7 has ht. They're somewhat evenly matched in some cases and in others the i5 is the better cpu. However at those prices the newer i7 6700 would make more sense than the 3820k but hard to say without knowing where you're from, currency, parts availability and local pricing you're considering. Here's a couple benchmarks between the two.
