Question What's bottlenecking?

4790k @4.6
16gb ddr3 1600

Games such as Pubg or Warzone drop Gpu usage down to around 50-70 percent.
CPU usage is not ever 100 percent.
Ran usage is never capped.
Clockspeeds of cpu run at 4.6
Temps all normal.

In other games where its more Gpu dependant such as Cod (regular map size) Remnant, Doom run Gpu usage properly 97 percent - ish

How can I determine what needs to be upgraded to fix that.

I agree there is no problem here. That is just how it is. Your CPU will never go to 100 percent firstly. If it does it is rare. GPU for demanding AAA titles will be 85 to 95 percent. If your getting less then the game is not taxing and what not.

Ignore usage percentages (mostly). Are you getting acceptable frame rates?

The 1080ti is a great GPU.
The 4790k is a great, if older, CPU.
When the Gpu usage drops the fps drops.
My friend has same monitor as me, also 1080ti but has a 9900k and his usage and frames remain high.
When my usage is low I'm sometimes 25-30 lower then he is.
 
There is no such thing as "bottlenecking"
If, by that, you mean that upgrading a cpu or graphics card can
somehow lower your performance or FPS.
A better term might be limiting factor.
That is where adding more cpu or gpu becomes increasingly
less effective.

It may be counter intuitive, but for the most responsive system, you want lower utilization of resources.
That insures that there is a resource available when you need it.

Your best metric is how happy you are with your performance.
If it is not satisfactory, look for the reason.
