whats causing low fps (dramatic fps stuttering)

western digital black 1tb 7200rpm
windows 7 home premium 64bit
1080p 60hz monitor

Rise of the Tomb Raider + BF1 & Mirror's Edge Catalyst

low/med/high/ultra = stuttering unplayable frame rate..
Nvidia drivers are current.

not sure what i need to upgrade in my pc to gain constant 60fps...
more ram or better cpu?.

Most likely your cpu bottlenecking. Upgrading to an i7 would be your best bet, or maybe ryzen. Cpu intensive games are going to struggle with your current cpu for sure.
