Question What's causing the stuttering & freezing ?

Right from when I got my pc I had strange issues with it freezing and stuttering especially when listing to music or watching videos in the background. The stutters are worst when I first load into a game or move across a map (but the issue still continues when I play in a closed map). I have tried multiple things such as:

-Turning off apps that run in the background
-Disabling windows game mode
-Disabling windows game bar
-Disabled capturing
-Playing all games on performance mode
-Changing vram
-Trying different a-xmp profiles and disabling it
-Not using my second monitor
-Making a task to clear standby memory
-Disabling dynamic tick
-Making multiple changes in my Radeon settings
-Enabling and disabling v-sync
-Using directx12 in games I can (sort of helped)
-Changing priorities for games
-Running games as administrator
-Changed resolution in game files
-Disabled ulps in regedit
-Reset my windows twice
-Changed power plan to high performance
-Turned off high precision event timers
-Ran memory diagnostic test (no issues)

My temperatures have always been normal and so are my cpu, gpu, and memory usages.

Specs:

Video card : Radeon 5700 XT
Motherboard : B450 Tomohawk max
Cpu : Amd Ryzen 5 3600
Memory : Crucial ballistic RGB (2x 8gb) ddr 3600
storage : 500 GB ADATA XPG SX8200 Pro M.2

Any responses would be greatly appreciated as at certain times games are almost unplayable.
