what's difference between Giga Hertz on processors

Hey Every Body :
Kindly i want to know the difference between processors when they are the same no of cores but
changing in cash and GHZ , what is the importance of cash and giga hertz and which is more important when choosing a processor ?!
 
Solution
When comparing processors in the same generation and lineup, you can directly compare clockspeed (i.e. 4670k @ 4.2GHz will be faster than 4670k @ 4GHz).
Besides that, you cannot compare clockspeed of different generations (i.e. 2500k vs 4670k) or different lineups (i.e. i3 vs i7).

Haswell performs about 6% better than Ivy Bridge
Ivy Bridge performs about 8-10% better than Sandy Bridge
