you might want to post your specs and what you upgraded from. Otherwise, we obviously can't tell you what's holding you back if we don't know what you have.

gtx 660 ti before i had this and running in 1920x1080

I'd try reinstalling the GPU driver. Remove it, run CCleaner to completely clean it out, reboot, then reinstall.

Where did you hear 8.1 was a performance boost? I haven't heard anything about a performance upgrade in there, just UI changes mostly.

win 8.1 improves performance on games that use directx 11.1 such as battlefield 4 so i have been told

You're not going to get 60+fps at all times, if that's what you're looking for... Remember, your minimum framerate is determined by your CPU IPC - and since you cannot overclock your CPU, you may be seeing drops below 45fps here and there - nothing you can do about those. Also, draw-distance is completely CPU-bound in all games, so if you're sick of those drops, just lower your draw-distances.

thanks for the info so i would need a better cpu like an i7? also is it worth going to 1150 or just better to stick with 1155.
are there any games that take advantage of hyper threading?

Nah, an i7 will not provide a noticeable improvement, but if you're willing to get a Z-series motherboard and K-series i5 or i7, you will get a noticeable improvement in your minimum and maximum framerate, especially if you overclock past 4GHz.

What's your budget? And you may want to open a new thread for recommendations in Motherboards.
