RAM ~ 16 giganyte of Anarchy X DDR
SSD ~ Samsung EVO 860 1TB
PSU ~ 550W EVGA
Motherboard ~ AX370- Gaming K5
I want to upgrade my GPU to the EVGA 2070 XC Ultra card and with that leftover money I want to get the Ryzen 7 2700x Processor. Is this the right idea?

Yes, that would be a good idea. Make sure your bios is updated for 2nd gen support before installing the 2700x
