IR ports transfer data via light pluses.
You can not actually see the IR light, while you can see some light from the emitter, I think that is a side effect of the led in use.
It is the same way a TV remote controls a TV, but could also be used to send data from device to device. It was also used by Nintendo for some games to transfer saves or items. Many PDA's used it for data transfer to another unit and some could even control a TV via IR.
Last off you can still find IRblasters to control cable boxes from your computer.
If you do not have one, disable it. Sometimes you will have a header on the board to install one, but they are not used much any more.
