Whats My Computers Max Useability?

OK, I have been researching this a TON lately and i still cant seem to find an answer, maybe there isnt one yet. Im looking for the limitations of a single VGA in a PCIE 1.1 slot. I have read that there are currently no VGA that utilize the 16x fully yet but as new cards keep comming out, im not sure. Does the GTX295 max it yet?

More Importantly:
Whats MY computers limit?
What is my bottleneck?
Whats the best VGA i can put in my current setup without having to upgrade anything except my PSU (becasue dells psu's suck)?

My computer is a Dell Vostro 410
Q6600 quad core @ 2.4ghz
4 gb (4x 1gb) of corsair 800mhz DDR2 (the fastest my MB supports)
1 PCIE 1.1 slot

A gtx 295 would be way overkill. Anything more than a 4890 or a gtx 275 is probably too much. With the current prices, I would get a 4870. They can run almost any game at 19x12, most maxed out, and only cost about $130 or so. If you could overclock the cpu it would make sense to get a higher end card, but at 2.4 you are going to hit a wall with anything beyond what I suggested.
 


Perfect, thats the kind of info im looking for, not a link to wikipedia or some crap.

I forgot to mention, my monitor is a 22" with a 1680x1050 res, so nothing crazy.

I know Dells are not friendly to overclocking so without building a new computer, i just wanted to know what the best video card i could get was befor the other components were the limiting factor.
